UK and France Plan to Send Troops to Ukraine in the event that a Peace Agreement is Finalized

The London and Paris have signed a declaration of intent concerning the deployment of armed personnel in the nation if a peace agreement be made with Moscow, the UK Prime Minister, Sir Keir Starmer, has announced.

Following talks with allied nations in the French capital, he said that the allies would "establish military hubs across Ukraine and erect secure installations for weapons and military equipment" to prevent any future incursion.

The partner countries also put forward that the America would take the lead in overseeing a truce.

The Kremlin has on multiple occasions cautioned that any external forces in Ukraine would be considered a "valid objective", but has as yet not issued a statement on this recent declaration.

The Situation and Continuing War

The Kremlin's head Vladimir Putin launched a major offensive of Ukraine in February 2022, and Moscow presently controls approximately 20% of Ukraine's sovereign soil.

"This is a vital part of our pledge to support Ukraine for the foreseeable future," stated Starmer.

Top officials and top officials from the "Partner Group" participated in the Paris negotiations.

Addressing reporters at a shared media briefing, he noted: "It creates the pathway for the juridical structure under which allied and coalition forces could operate on Ukraine's territory, protecting Ukraine's skies and seas, and regenerating Ukraine's defense capabilities for the future."

The UK prime minister also stated that Britain would participate in any American-headed monitoring of a prospective ceasefire.

Security Guarantees and Diplomatic Positions

Senior Washington representative Steve Witkoff stated that "durable safety pledges and robust reconstruction vows are vital to a permanent resolution" in Ukraine – mentioning a major demand made by the Ukrainian government.

The negotiator said the partner nations had "substantially agreed on" their work on agreeing such guarantees "in order that the citizens of Ukraine know that when this conflict ends, it ends permanently."

Donald Trump's son-in-law, former American President Donald Trump's representative, also participated in the negotiations.

Meanwhile, President Macron Emmanuel Macron stated that Ukraine's partners had made "significant advances" at the negotiations.

He said that "robust" security guarantees for the Ukrainian government had been reached in the case of a potential truce.

Ukraine's leader Volodymyr Zelensky stated that a "significant step forward" had been made in the negotiations, but qualified that he would only consider efforts to be "adequate" if they culminated in the cessation of the fighting.

Last week, the Ukrainian leader suggested a peace agreement was "mostly finalized". Agreeing on the outstanding 10% would "shape the outcome of peace, the future of Ukraine and Europe".

Remaining Challenges

  • Land and defense assurances have been at the forefront of unresolved issues for diplomats.
  • Moscow has often said that Ukraine's forces must pull back from the entirety of Ukraine's eastern Donbas or Russia will seize it, dismissing any compromise over how to finish the war.
  • Kyiv has to date ruled out surrendering any land, but has proposed that Ukraine could withdraw its troops to an designated point – but only if Russia does the same.

Moscow currently controls about 75% of the Donetsk oblast and around 99% of the neighbouring Luhansk. The pair of oblasts form the area of Donbas.

The earlier US-led multi-point framework that was widely leaked to the media last year was viewed by Kyiv and its partners in Europe as being heavily skewed in Moscow's direction.

This sparked a period of intensive negotiations – with the involved parties trying to adjust the draft.

The previous month, Ukraine presented the US an updated framework – as well as separate documents detailing potential security guarantees and provisions for Ukraine's recovery, the President added.
